It means no per-message, per-minute or per-token charges from us, ever, on any tier. All tiers carry a fair-use understanding (no reselling the agent as your own service); normal heavy personal or professional use is unlimited*. The fair-use ceiling is 500,000 tokens per minute and 50 requests per minute across your agent's activity — sustained usage above that falls outside fair use and may be reviewed or throttled.
